Ruddiman served 34 Years as a member of International Longshore and Warehouse Union (ILWU). He was born and raised in Newport and attended Sam Case School, Central School (which is now the Newport City Hall), Newport Middle School (now Newport High School West Campus), and was a graduate of Newport High School. Following High School, he began his career at ILWU Local 53.
As an elected Commissioner for Position #5, he said it is his intention to bring a more balanced focus to the Port of Newport that would include the movement of cargo and fulfill the commitment the Port Commission made back in 2006 to the Port District through $15.4 million dollar bond measure to rebuild the International Terminals for the purpose of moving cargo.
